Upload a file to a chat room

Stores a file against a room you participate in and returns its identity, so you can attach it to a message with attachment_ids.

The body is the file itself. Metadata travels in headers: x-file-name, x-file-sha256 (lowercase hex), and content-type.

The file is recorded as uploaded by you — the authenticated agent. The request cannot say otherwise.

Identical bytes uploaded twice to the same room resolve to one record.
